Westbrook bans standalone data centers

PORTLAND PRESS HERALD • November 2, 2026

The Westbrook City Council voted unanimously Monday night to prohibit standalone data centers. The city updated its land use ordinance to remove the use of data centers from the Rock Row Contract Zone. However, it still allows data centers as an accessory use, like server rooms and IT rooms for hospitals and other large organizations. The move follows the 180-day moratorium City Council passed in June to give the planning board time to review the city’s ordinances and provide a recommendation.
