Charles J. Frost, 22, is charged with one Class A count of manslaughter and one Class C count of operating a watercraft under the influence causing death. Frost was driving the boat on the Kennebec River from which Jakub Prokop, 21, was ejected on July 4. Frost told game wardens he and Prokop “were doing circles and jumping waves.” Frost said he did a “sharp turn” when Prokop was ejected. He said he tried to rescue Prokop from the river but could not reach his body while it sank. Prokop was not wearing a lifejacket.
